  I have uninstalled AR 12, rebooted, and attempted to install AR 13. The installer fails (multiple times) toward the end and says “ActiveReports 13 Setup Wizard ended prematurely because of an error”. No errors in Windows event logs.
  
  VS 2017 gains the “Upgrade to AR13 Tool”, all apps (AR Designer, etc.) are installed as well and are runable.
  
  I upgraded my VS solution by replacing the references and running the tool. I cannot compile because the compiler cannot process any of the AR namespaces and does not recognize AR in general. However, the intellisence works perfectly for all AR objects and namespaces.
  
  At this point, I am attributing the upgrade problems to the bad install.
  
  Please help.

  Please try with the latest hotfix of AR13:

  Also, share the log file with us so that we can narrow down the issue if the problem still occurs. You can refer the following link to how to generate the log file:
